The majority agreed that these mass burials of workers are merely elements of enviromental storytelling, meant to hint that strange things are happening in the game world beyond the protagonist's main quest.
One player expressed a wish that every abandoned mine should have a reason for being deserted. Official logs or at least posts on information networks would be nice. Especially since Bethesda games often contain notes and references that help uncover the backstory. Such details don't directly affect gameplay but make the world more cohesive — eliminating the feeling that everything revolves only around the player, and everything else is just decoration.
However, some noted that the same detail is literally copy-pasted across completely different mines throughout the game. Commentators believe that the developers initially planned to somehow tie these burials to the story about terraformers, but due to limited timelines, it all came down to simple duplication of level elements.
Who knows, maybe in future DLCs Bethesda will expand on this element and provide more details, adding more nuance and layers to the world of Starfield.
